Proposed Portmahomack Harbour Developments

The Group plans to address harbour enhancements in 4 phases, reflecting urgency and required levels of funding. Items within the phases may be re-prioritised accordingly.

 

Funding

· In general, the present economic situation (Covid etc.) will continue to make obtaining funding very difficult.

· It was believed that partnership with HH would significantly improve our chances of success with funding applications.,

· Two applications were made during 2020: Marine Scotland FLAG (£70k) and SSE £232k. both of these were unsuccessful, and we have been told that both funds were heavily oversubscribed (by a factor of almost 10). We have intend to re-apply for the next round of the SSE fund in early 2021.

· The Crown Estates Community Challenge Fund would also be explored as a possible source.

· Highland Harbours, Crowd funding and the National Lottery would also be considered.

 

Proposed Developments

 

Phase 1.

· Commissioning of Environmental, Tidal, and Marine Geomorphology studies to assess any impact on proposed pontoon structures, breakwater, and surrounding coastal area.

 

· Commissioning of Engineering Reports and advice on suitable additional berthing and protection structures within and around harbour

 

· Purchase and Fitting of Pontoon (#1), attached fingers, and access ramp adjacent to main harbour wall.

 

·  Purchase and fitting of fingers to North East side of current pontoon (#2), facing harbour wall and pontoon #1, subject to wave and engineering reports.

 

· Purchase and development of Old Coastguard Store, to provide toilet, shower, and changing facilities for Harbour users, visiting vessels and aqua based sports clubs.

 

· Dredging and repairing surfaces of Harbour, Launch and Retrieval Ramp, Slipway Pier, and connecting harbour-front stone surface. (These functions are currently the responsibility of Highland Harbours, but lack of Local Authority funding means that these are being neglected, and desperately need attention)

 

Phase 2

· Construction of breakwater across western approach to harbour to protect additional berth provision, subject to Engineering, Wave and Marine Geomorphology reports

 

· Removal of rock and forming level base to area between existing pontoon (#2) and Slipway Pier

 

· Purchase and installation of fingers to South West side of existing pontoon (#2), facing Slipway Pier

 

· Provision of extended car parking capacity between Fountain and Slipway Pier, subject to approval by the relevant authorities.

 

 

Phase 3

· Purchase and installation of Pontoon (#3) between existing pontoon (#2) and Slipway Pier, with fingers fitted to North East side (facing existing pontoon #2)

 

Phase 4

· Commissioning of Geomorphology, Wave, and Engineering reports on type and location of protection to rear harbour wall.

· Construction of breakwater behind harbour wall to protect existing harbour from North East Storm erosion.
